Introduction

Just like player-heroes, Towns use Valour and Wisdom ratings to show their growth and development. Towns with a high Valour rating tend to be martially inclined and well defended. Edoras would be an example of a town with a high Valour rating. Towns with a high Wisdom rating tend to be more focused on developing and enriched the lives of their people. An example of a town with a high Wisdom rating would be Bree.

Each town also has a treasury rating, which starts at 0. The players may put their treasure points into the treasury during fellowship phases as a free action.

Finally each town has a Town Rating. This is calculated as 12 - the combined Virtue and Wisdom scores. This means that every town starts at 10.

Building

During a Fellowship Phase players can choose what they want the people of their town to work on while they are away. Every building has a Treasure cost and a Time to Completion. Many buildings require other structures to be built before they can be built.

Buildings are either a Valour building or a Wisdom building. Some buildings can be found in either category.

A town may have only as many building projects queued as it’s combined Valour and Wisdom ratings, up to a maximum of 6. The players may raise the Valour or Wisdom of their town by building certain buildings. A town starts with a rating of 1 for Valour and Wisdom

Yule Time Roll

At the end of a Yule Fellowship phase the Loremaster will make a roll on a feat die and a number of success die equal to the town’s Wisdom score. If the feat die is lower than the town rating the town only made enough to cover its own upkeep and didn’t generate any additional treasure.

If the number rolled on the feat die is greater than the town rating then the difference between the feat die and the Town Rating is added to the treasury.

Each success icon adds +1 to the multiplier (that starts at 1) of treasure gained (i.e. one extra success die causes a difference of 3 to become 6).

Valour Rating

As the Valour of a town increases, the entire region is considered safer to both live and travel. At Valour rating 3 the adjacent hexes’ Region type is lowered by one hex. Each subsequent increase in Valour increases this effect by one additional hex.
